If you read that and put an emphasis on the word "respectively" it shows that Irish Rail have operational and financial responsibility for Rosslare and Stena the same for Fishguard.
In a report in 2015 commissioned by IR and the Dept of Transport  and carried out by Rebel a port specialist company of Rotterdam, among it's key recommendations was that the port remain in the ownership of Irish Rail.

Passenger services in and out of the port have been in decline for years and the line is frequently used as a negotiating tool with both unions when pay increases are sought and the government when extra funding is sought.
