Firstly the redevelopment isn't necessarily going ahead and at present it's just a plan which is still awaiting the final go ahead (and various contracts to be signed).  Likewise the life extension of STENA EUROPE isn't a sure thing either.  I get the feeling that Stena are perhaps awaiting more clarity on how Brexit will affect the route.

Secondly, Stena's freight customers have been told that the service WILL be maintained during any redevelopment, IF it takes place.

the fishguard port redevlopment has been canx due to high costs of tenders, this also means the upgrade to stena europe has also been canx

If work on Fishguard goes ahead, it is likely that service can transfer to Pembroke for the few months, services no longer clash.

Also life extension work for Europe is looking very unlikely as Superfast X is rumoured to be heading South when E Flexer 1 arrives in Holyhead, negating any need to spend millions on Europe.
