Lowest cost?  Would depend on a number of factors, not least operating speed and number of engines used.  It'd be one of Seatruck's RoRo's I'd say.  Of course the cost is just a part of the equation and needs balanced with the revenue generated as well.

Given the continued increase in the price of crude oil I'd say all operators are struggling with their running costs.

Good point.  Think I read somewhere it is at or nearing 2009 levels.  Some forecasts say it will hit $80 a barrel within 6 months!
